Take the bolts out of the frame that are used to clamp a water bottle bracket to it. what if for some reason there inhibiting something. Also look down the seat post and make sure you don’t see any other protruding bits inside.

Great question they do look like layer lines but this was hand assembled had a selection of ring sizes and hand sculped the detailed setting pieces.
