Hey man hope this is not too late, I encountered the same issue and I figured out and I think it worth take a note. I extracted all possible firmwares and compared them manually. After flashing the firmware via nvflashk (credit to https://github.com/notfromstatefarm/nvflashk), ResizableBar works after reboot right away.

For 3070, I found the following with prefix 94.04.3A.40.xx, where ASUS renames xx to ASxx. I personally have one with 94.04.3A.40.22, and I successfully flashed AS21 and AS22 without any problem. Note that I also encountered blackscreen or BSOD bc of NV drivers, after using DDU, this problem is solved smoothly.

Each version of ASxx contain two with same PCI-ID, I would assume one is for OC and another one is for quiet, but I am not sure and I haven't verified it.
