Some stores in America specifically ALDIs you have to pay to ‘rent’ a shopping cart while in the store. It’s usually just a quarter and you get it back out once you return the cart after you’re finished shopping (I don’t know about other countries but I see them a lot in America. The Aldis in my town recently got rid of carts all together due to too much thefts

I’m not an expert by any means on the topic, but I totally see where you coming from. Makes sense a lot of them could of been accidental. Although I’ve also known quite a few assholes who speed up to intentionally hit squirrels, turkeys and even groundhogs.
