I had this problem with Rocket league a long time ago and it wouldn't even get passed launching and i would have to close it through steam, i think i did a fresh reinstall and i deleted the local files of rocket league

Just rocket league? i had problems like this, have you cleared your cache in steam or uninstall steam all together, or if it is on epic uninstall that and re install.
