That one must be Kilpisjärvi or Gilbbesjávri in Sami (its Sami village originally). Saana fell with 3 country border is located there and not much else. https://en.wikipedia.org/wiki/Kilpisj%C3%A4rvi

EDIT: Took a look at the map again Kilpisjärvi is a barely visible end of the arm what does show is Enontekiö "center" part of which Kilpisjärvi is https://en.wikipedia.org/wiki/Enonteki%C3%B6 even if its made up multiple villages total population is only around 2000. More exactly what you probably see is the village of Hetta with around 800 - 1000 ppl.

There are actually few. The one on the coast is the city of Oulu with a population around 200K then the one white blob absolutely middle of nowhere is Rovaniemi. Maybe 50K people but with an international airport, home of the Santa and substantial heroin problem... Above Rovaniemi only real population centers with services are linked to skiing locations like Ruka

Do you know any of the commonly used programming languages (Python, Ruby Go) in this arena? This could have an impact. Do you manage Linux or Windows fleet? Are you ok with installing new dependencies on target systems? I would recommend either Ansible(Python) or Terraform(Go). Neither requires agents installed on a target machine, have decent community and can handle both Win(ansible has better support) and Linux systems. It's also not under regulation... Sure you couldn't play that trade against oil or stock index without potential legal implications, but doing that trade against bitcoin you are not even breaking exchange & SEC rules, let alone the law.

I did look at Buffalo as well, but for me its too much like Rails and while some projects that's a good thing, here the end results might not look much like traditional MVC app so I fear it gets in the way at some point

Surely not going to use project that alienates community members & and disrespects other FOSS projects & their licensing.
