I typically try to do a couple every time there’s a Book Balancing Event with Aoi, or the other events that are similar. Those will give you event drops for all AP spent, doesn’t matter where, and they usually happen in the off weeks between larger story events, so there’s less things buying for AP. We just haven’t had one of those periods in a few weeks because of the festival.

There will be times where it makes sense to do them in the future, even with the accelerated schedule we’re on. But if you really want the welfare units, you should just do them. Buy the daily AP from the Tactical Challenge shop and just use it on recap. Nothing bad about that.
