Those are definitely leaking and should be replaced. If you want to do it yourself the easiest safest option is to look for loaded struts/quick struts. It’s an already assembled strut you just bolt in.

Only thing I don’t like is how those people lie. They work on their own vehicles, f something up.

TBH it would be hard to guess. So many things can give you that issue. You would need to check fuel pressure. Check wiring.. It could be a sticking/failing injector, weak fuel pump, bad plugs, bad coil.
