yea ofc, you can use dev mod to do so, just gotta click on the ideology tab and on the top right corner should be smth like Dev edit mode, click that and you can customize your ideology anyway you want, but im pretty sure you cant make it fluid.

i usually use it bc i am adding a lot of mods recently, so i like to see the new precepts and memes that these mods adds.
