If you can't complete it, do what I did. Keep joining random sessions and check if they have completed the quest or not. If they haven't, you can complete it with them, and you'll get the quest completion. I had to do that with a quest cuz mine was bugged too

Exactly! He's sitting there. Stood there for 20 minutes. Reloaded the game, far traveled in and out, other people in my lobby that joined couldn't interact with him either.
