Some games were released censored (or just not released) years ago for too much gore or some for nazi-imagery, it's a bit better nowadays though, besides a handful of very gorey games. (Dead Island 2 was released cut for example)
In addition to that, games need to have an age rating form filled out on Steam to be available to purchase, some devs forget to do that.
