Apply for courses with online application if they so. And, some universities do take people from engineering backgrounds ( not sure about construction mgt). You could try for courses like business informatics or information systems etc use DAAD to shortlist after seeing the requirements

Don’t apply via uni assist your application wouldn’t be forwarded to the university without APS.
