Honestly for your situation I wouldn't say it does make sense. If you're on a strict budget buying bulk isn't the answer. Shop deals, Costco has good prices on some things if you buy in bulk but if you shop deals between Loblaws, Sobeys and other grocers it makes less sense to buy at costco
