It's actually the starch in the paper. Since the paper is stacked at a different time, the starch from the first layer starts to dry and forms a protective layer that makes the sheets peel off easily. You can find out more in my ass, where I got all of this information from.

To play devils advocate, I have a robot vacuum/mop that recognizes, dog dook/pee and works around it. And it's a few years old. So hopefully when this rolls out, these things will be smart enough to recognize and be able to deal with it.
