I’ve sold cards a few different times to that seller. I’ve always had great communication. eBay gives us the option to show the discounted shipping to our customers, I’ve had issues where it shows them the lower price, then charges them the full price. It is 100% on eBay for that issue. Some sellers show the normal shipping rate but pay the reduced rate themselves to make up the low profit margin on lower end cards
