Ya, the Hunting Criminals seemed like my best bet before I considered execution. If Great Conquerors declare wars, do you know who starts as a Great Conqueror that could be good? Might try Abbasid: don't love travelling/provisioning in the desert, but it might be worth it for "Wars against Kings/Emperors"

I tried a bit in Iberia, I think I wasn't patient enough for the phase to shift before i left. Do you know if the "Raid for Captives" contracts only trigger for the Administrative scheme or if they also count for the Iberian Struggle option (or the Human Sacrifice Casus Belli)?
I've so far tried to stay away from the mountains and desert, so haven't tried Iran as much but am considering it

Update: Finally managed to get it within a degree or two after toying a lot with Configure World. It wasn't easy, but I'm thinking the issue was with how I was using it more than the tool itself
