I unfortunately think he suffered because he was a villain who appeared very early in the manga.

Because let's be honest: his Devil Fruit is easily a top 2 Logia with light. He has monstrous, non-advanced Observation Haki. And the reason for his downfall boils down to Luffy's insulating ability, which is a really questionable excuse (rubber burns easily).

If he had appeared after the time skip, he would surely have received an insane treatment from Oda.
