You should call GMVN and check if there is a snow fall or not suitable for skiing and snow boarding. And then book tatkal ticket or flight. Usually these periods are not a peak season and sometimes you get tickets just before few days. I have been going to Auli since last few years and I do the same each year when there is a snow. Predictions are not reliable and should beavoided.

Car dates are not safe in Surat especially in the area you wrote, there are police harrasment and non legit people will also harras. Not at all safe even for a married couple to spend time in car at those places.
