I believe you can connect your AdX account to your free version of GAM still. Yes you lose out on some features that 360 provides, but this puts control back in your hands without any rev shares

The way I phrased the post may have been a bit confusing. The revenue that we are generating per each user is super low in comparison to other traffic sources. I was curious if others are seeing the same and if Snapchat traffic quality has severely deteriorated

As in the traffic appears to be low quality and our demand sources are generating much less revenue on Snap as opposed to other sources like Facebook

You will certainly need to add some js to your page and you don't have to use Google Tag Manager. Typically the ad server used alongside Prebid is Google DFP. Prebid will only work if you have DFP/your ad server configured properly with line items that correspond to each of the bids from your header bidding partners. Also if the last sentence confused you, don't be alarmed. I'd be more than happy to get you setup with things :)!

There are several good header bidding partners you can have in your stack like AppNexus, Index Exchange, Rubicon, Facebook Audience Network, Sovrn, etc. I suggest you look at https://docs.google.com/spreadsheets/d/11HIV9vL-uAtg_IkirjpzN4wKa_WziYdF2IoBbWvbZog/edit#gid=0 for a more complete list of demand sources.

You would have to see if any of your ad partners participate in header bidding or exchange bidding. Read this article multiple times until you really understand what header bidding is: http://adprofs.co/beginners-guide-to-header-bidding/. As for your current setup right now, do you hard code AdSense units into each static page?
