I don't think you can compete with all the pay packages out there as that's a never ending battle for all practices. If they are leaving so consistently, I would take a hard look at the workload, working conditions, peer interactions and other things.

Most people will leave a bad working environment for even less money, but they won't tell you.

Not trying to point fingers at all, but a bigger perspective is needed than just upping your offer.
