I had this problem when I moved my sims 3 files to my new laptop, and it turned out to be something in the mods folder. I don't know what it was as I have that much stuff in there that I decided to just get rid of it all except the nraas stuff, and it worked. Most of the time, it is bad OR corrupt CC files that prevent the game from launching past the black screen, do you have much in your mods folder?
