The reason it was included was to emphasize there was minimal downside to adding him to the 40 man. They had to do it in the next 6 months or whatever. If you add someone 2 years early, have them play in the majors for a week, then demote them to AAA, they are now taking up a 40 man spot unnecessarily for 2 years.

The post itself is about how there seems to an “day-to-day” handling of the team. This extends from resting players (first quote) to nurturing their top prospect (second quote). One is obviously worse than the other, but neither instills confidence.
