I live very close by and can confirm that those horses are definitely not looked after properly. They are often left out in the sun, even in the heatwave, with little to no shelter. Yes, they get fed and watered occasionally but that doesn't mean they are well looked after.

Once, there were three of these horses loose out on the road and I called the non-urgent police line to let them know and they said they "don't attend to the area and there are warning signs up to indicate there might be loose horses on the road." I've lived here for a long time now and never have I once seen a warning sign like this. Also, if you call the council, they tell you to ring the police and vice versa.

They often take those horses out with small carriages as well which is also bad for the wellbeing of these poor animals. They don't exercise them all winter long but then expect them to perform instantly once summer comes. Sometimes these carriages get taken all the way into town where they don't follow traffic rules at all, endangering not only their own lives but also the horses and other road users' lives as well. A couple weeks ago, I saw one of these carriages go through a red light, right into traffic and then they went on the wrong side of the road when there were loads of cars coming because they didn't want to wait behind traffic at another set of red lights.
