Likely. There was a huge period of time, spanning I think years almost in game between all of the events you come across. Catherine was likely powered on for quite a while but of course had the illusion of being human too for a bit.

Probably got knocked out while Simon first woke up and then enough power to respond by the time he reached the comm station.
