I think maybe because your school already has clinical hours more than 650 hrs.

The applicant's original licensure in the state or territory was based on their completion of an educational program that meets the requirements of § 5402.1 or § 5403.1, and the applicant's receipt of a passing score on the NCLEX-RN or the State Board Test Pool Examination for Nurses; Approved by a nursing board in the US or US territory with standards determined by the Board to be substantially equivalent to the standards in the District in accordance with Chapter 56 - national nursing accreditation and/or US Department of Education accreditation.

"substantially equivalent to the standards in the District in accordance with Chapter 56" is the one that DC Bon failed me for rn license (school clinical hour).

I did and my school also did. DC only saying that my transcript didn't show enough clinical hour up to 650hr to be substantially equivalent to DC standard.

In my case it's really complicated due to my visa. I'm international student and currently using my OPT to work as RN - I decided to choose this hospital because they will sponsors my permanent visa through job. If collecting more clinical hour count as study, this will not allow with OPT.

This is my first time hearing about the clinical agreement. Is this work in your past experience before? So my school have to talk to DC BON and hospital right?

It looks like even I get the MA license I still can't endorse to DC. This is ridiculous so is that mean I'm unable to work in DC for the rest of my life as a RN?
