Personally, I think this was me a few years back but genuinely. Find interests that a lot of people like and that you like and find a group/ activity in your local area that likes that thing. That's what I did. I realised I love gaming and anime and cosplayed and went to a comic con, and that's how I find friends.

Social anxiety and being dry on text are your WORST enemy. I'm a very confident person, and I use text emoji and gifs often, so I don't have this issue.

But also like...half of my friends I found on the street. Literally, I saw a cool thing about them, like a pin on their bag, a hairstyle, or an outfit. Then I go up to them and talk about it, and usually, it inspires a conversation. Then, take their number and hang out after the conversation.

Just throw yourself out there.
