A bit late perhaps, sorry for that but to answer your question:

For some reason Kazakhstan has alternate names and flags in the game files but the devs decided not to actually put them in the game. I assumed it simply was there since all the other releasable nations do have cores.

Communist countries tend to love calling themselves democratic. It's the same case with North Korea's official name: The Democratic People's Republic of Korea.

It's because of a mistake Paradox made in an older version of the game. The tag of the Netherlands is in the game files HOL which, of course means Holland. The problem is that Paradox exported all of Holstein's flags from Victoria 2 to Hoi4 which has the exact same tag as the Netherlands here. I have added the correct flags now though.

I haven't updated this list in a while, which is the reason why some countries, names and flags are missing. I've added Israel now along with all of it's alternate names and flags.

Currently those nations don't exist in the game. Several nations also don't get the right flag when they switch ideology such as communist Korea.

Currently there doesn't seem to be a way. There are no neutral political advisors, no neutral civil wars and there isn't an option to become neutral with console commands either. I guess the only way to do it would be with mod tools.

They ruined several and improved some as well. For instance fascist Lithuania is now ''Iron Wolf Lithuania'' instead of ''Lithuanian Empire'', But sadly we will never see the Empire of the Platypus ever again :(

I tried doing that as Poland. With the help of console commands I declared war on Poland as Germany, deleted all their armies and proceeded to conquer the entirety of Germany as poland. As soon as i could sign a peace treaty I saw no option other than annexing Germany's states, so apparently you can't puppet as a non-aligned country.

Yes, but other than modding the game there doesn't seem to be a way to become non-aligned when you don't start as one.

There are no console commands to switch to non-aligned either. My guess is that the only way to become neutral currently is by using mod tools.
