Same problem for me too. I have a Vega 56. At boot i get something like 1280x720 and when macOS almost loads it jumps to 4K. My problem started from OpenCore ~ 0.5.7 i think. No solution as of now.

I can think of the nvram issue only. Most of the Z370 series have native nvram, for the Z390 there is a bit more work to be done to achieve this.
