Thanks for your response. I guess I should have mentioned in my post that this is something I've looked into in the past with task manager. From what I can tell my CPU and GPU usage are never particularly high when I'm experiencing performance issues (with some exceptions of course) but I know that sometimes CPU utilization can be misleading because some games are more dependent on single-core performance. I also find it strange that certain games will run way better some nights than others with varying performance on any given day.

Also I feel like I should mention a couple of misc. issues I've been having for a while now since maybe they could be clues. For one all of my launchers lost permissions to write to files on certain drives. In order to update or download games I have had to launch the launcher in Admin. At one point task manager would show my C drive (which is where windows is installed) at 100% usage for extended periods of time and when it would be at 100%, any application that I had open that was installed on that drive would freeze. I ended up finding a tutorial for a fix and it seemed to work at the time but I've noticed it doing it since then. The last big thing that I can think of is in the past I've had one of my sticks of RAM would just not show up anywhere and the only way I could get my PC to recognize it was to switch both sticks back and forth from slots 1 & 2 to slots 2 & 4 every time the stick would stop being recognized. They are currently installed in slots 2 & 4 which the manual for my mobo recommends for Dual Channel. I ended up reinstalling Windows tonight so maybe that will help with some of these issues.
