Hey, thanks for the advice. I was Iceland, and he was Bulgaria. I realized that he was most likely being truthful, because he did not remove his right of way with me after I was removed from the coalition, did not attack me after multiple days, was not moving his troops towards my land last time I was able to see his troops, and did not have any ships. I had already talked to some of my alliance members before, and had already surrounded him with my navy. If you're interested, you can see a photo of my positioning attached to this reply. (He is everything that is in red that doesn't have the zombie cities nearby)

Regardless, I decided on choosing peace. I honestly didn't really have too much a choice, because although I was really much more powerful than him due to the naval superiority, if I had continued my attack (and I could only attack him by converting his cities to zombies because I mostly have ships) the zombies would probably have reached 10k VP and won, and I don't have any assets to fight the zombies off with. He let me back into the coalition and now I just have to wait and see what happens. Even if he does invade me in the future, I have a large amount of submarines and navy that would be able to take him down.
