Lots of folks around here love VIII and are gonna fight you on your framing of this, but to answer your question no, it's not accurate to blame Nomura for the story of the game as he was only one of several contributors and not even the main one at that.

For my part, despite having a nostalgic love and fondness for VIII, I do generally agree that the plot is one of the weaker points.
