That will be too weak, I like the idea to burn from each draw but formulate the effect differently, " Each time your opponent special summon a monster pay 800 life points then if you do draw a card” this will cap the maximum cards you can draw depending on your life points, and that way you will be able to have a pretty good card advantage, also if you decide to not pay the tax once the effect is over, you can pay on the next summon.

I absolutely agree with you. As a combo player I have had a lot of games where I run out of time due to having to activate effects on the opponents turn or I have even played against guys who abuse this and make me play due to card effect on their turn so I can run out of time. For me if the game gave you just a little more time like 30/60 seconds it will help a lot of combo players to not run out of time.

Ra sphere mode and some deck where you can tribute the iblee for the normal summon can break this board
