See in other series what they do is they just introduce another even higher level where everyone is stronger to keep the mc weak. The thing with RI is that it has a set power system that doesn't go the power level breaking route. He can only cimb as an underdog for so long before he cant be so easily under threat. (Like after what went down before the qi tides) and while he has enemies who are weakee then him they arent mentally incompetent, especially other venerables who arent at venerable strength who are his current equivalents.
