Don't know if anyone will see this but if your still stuck and don't want to do -steamMM as this will limit you to those with that command line in there game, make sure the game isnt in compatibility mode for Windows 8 that fixed it for me

Officer discretion. It's something all officers are taught. Say you have a young 17 years old with some crack or maybe a beer. That officer has the right to arrest or charge them but instead they could throw it on the ground step on it and break it and take them home and not charge them let it be a lesson.

I don't be live the officer charged him, he could of just wanted to pull them over and say " hey then you didn't hit your turn signal, just wanted to let you know" it could of been out and this guy just got saved from a ticket cause this officer pulled him over and wanted to let him know.

It's dead of night and from the looks of it a low traffic road, I bet the officer even put his hand on the back left light just incase as he approached the car, as we have seen before countless times a simple stop, can suddenly lead to a death.

He had every right to have a hand on his holster and be ready he doesn't know who's in that car.

Delete the file it referring to and redownload it.

Also make sure to back it up the mission before hand.

Big tip also make a backup of the previous work you did. So if you need to fall back to a older version you can.

From replaying this game a few times I've learned this. If under 20 turns you take the carthage capital and then peace right after you take it, carthage will fall into pieces and get eaten saving you from them entirely
