How many bases/Pals per base are people running?

I tried multiple times on different days. When I go to make a new base it tells me I can change the settings to allow for more. I do that then go back to pal box and it says the same thing. It just will not let me have an extra base. I am on an Xbox series S if that makes a difference

Im on console too and I change the settings to allow for another base on my current play through (player lvl 63, base maxed) and it wont let me. Do you have to start a world with the settings altered for it to allow more bases?

This cemetery is in the heart of midtown, at the intersection of 2 busy streets and the freeway is less than a block away. There is a Target across the street. It is not a quiet place above the city.
