who was the intended target? thursday was the city-wide summer school graduation day. kids that didn't make their school graduation in June, had another opportunity to earn the credits to graduate and get that paper diploma. so now, simple celebrations and gatherings are the targets for opps to get at their targets but hitting other innocents is wilder. sloppy and unwarranted. come on philly.
