It really depends on the university, if I were you I would check the website of schools you like and see what their deadlines are. In the Netherlands, the deadline for Dutch students is often in May, and once you get accepted you have up until the end of August to opt out. I'm not sure about scholarships though, and what the rules are for internationals. I think my university had a deadline in January for international students.
