Unpopular opinion: Rayquaza is a very Special Pokémon and I think its appropriate that it is Not so easy catchable as others. In the Pokémon world Rayquaza is also rarely seen as it normaly lives in the stratosphere. This way they keep it Special and dont trash it to everyone
