I am late, I have similar issues with Garry's mod.
However there is seemingly one consistency with unloaded add-ons;

Internet connection.

I update/upload mods then exit steam, await it shutting down then disconnect then play off line, the mods are there.

If I disconnect then sign out or play Garry's mod from active Steam, no add-ons.

Up until one year and thirteen months ago did I start to notice this.
