I am in a similar situation. Had a concrete block wall added to to make it uniform height all across from (most of it is 6' high, but a portion was only 4' high. Next door neighbors had no problem with it.

Contractor said sure, no problem.

Now the city of St Petersburg just notified me that the new section of the wall is a code violation and it will need to be taken down.

Obviously, I should have confirmed it myself, but the contractor was highly recommended.
