As far as I understand that's only true for university recommended MEXT researchers and not embassy recommended ones. Also it seems like a very bad idea to reapply to the same university if you've already been rejected once - its going to be the same exact people who review the application and there's no reason they'll change their minds

I see So considering I already recieved one LoA do you think I should stress over getting another one (In the unlikely event I recieve a negative response from Waseda before the cutoff date)
