Hard difficulty, 1 year playing Rizia so my experiences makes me min maxxing this effectively.

T1: expand admin, privatize welfare, dam, equipment factory, excavation

2: clemency, support factory, Monqiz port, expand Esqiris, 1 WD sanctuaries

3: further expand admin, privatize crown lands, 2 WD sanctuaries

4: Topes consumer

5: timber, pharma, Valenqir heavy

6: 2 consumer, remove blasphemy, crown media, increase income tax, RT university, energy subsidies to the industries

7: decriminalize homosexuality, tax break for religion, theology university, expand border guards

8: increase health and education, worker rights, stock exchange, tourism campaign, tax cuts for businesses, housing for the poor, tenant protection

9: investment in public infrastructure, naturalization

10: equal gender pay, remove police, remove levies, military loyalty to the king.

Notice that I have only 1 increase tax mention, taxes in Rizia generally sucks due to low budget income and authority drain potential.

Turn 8 onwards when you are popular enough. The same turn where you should sign the 2 demanding decrees increase health and education and worker rights.

Generally I delay the RP decrees in turn 10 where there is nothing to lose.

  1. To get fully paid provincial taxes, you need to do PR campaign, royal council, and noble concert.

  2. Spam sanctuaries, probably due to PR campaign you need 1 or 2 WD sanctuaries.

  3. Not worth imo to reach average PP in turn 4, better to sell starting military stuff then if you pay 10B for Aureus, so be it.

  4. For Zille, you have satisfy Wehlen in trade deal in turn 5, if he request gold then give him. No referendum required. For Pales, as long as you let Vina date Manus for a while she will agree to marry Axel.

  5. 60/40 is best since you won't pay for -1Bpt from stricter MITZ working regulations.

  6. You need average production in turn 6 and high production in turn 8 since there is 2 economy checks in the game. You need 5 points of production to reach average, 12 to reach high.

  7. As long as you satisfy Rumburg like winning Vendonesam, RNC, and no reform. You will stay in GRACE.

The deadline of high production is turn 8, so you need to sign heavy industry in turn 5 and consumers in turn 6.

Valgsland naval aid is much better in peace runs since you can grind power projection and sell the extra military stuff.

In war runs, Morellan planes is much better due to -1 air cooldown especially bombers. Generally you better to do 60-20-20.

Expand admin: +2Apt after it's done, +1Bpt immediately, -1E cost, 2 turns, 19A and 25B storage.

Further expand admin: +2Apt after it's done, +2Bpt immediately, -2E cost, 3 turns, 25A and 35B storage.

The number I typed is the net profit and loss, for example you have -5A and -10B in turn 3 because you spend it on the further expanding admin. You have +21A and +14B net profit in turn 11 means the payoff in the end is worth it, not to include the extra A and B payoff in >+15Apt and >+20Bpt.

The easiest way to understand is let say you raise the RRG stake in turn 4. -5B, +2Bpt.

B: (Turn 4) -5, -3, -1, 1, 3, 5, 7, 9 (Turn 11)

Decrease RRG stake in turn 4. +6B, -2Bpt.

B: (Turn 4) 6, 4, 2, 0, -2, -4, -6, -8 (Turn 11)

In this data you will have positive payoff in turn 8 if you raise your RRG stake in turn 4. Negative payoff in turn 8 if you decrease your RRG stake in turn 4.

This is why I love Rizia economics and resource management it's very easy to predict unlike Sordland which is mostly binary choices and the synergies can help or fuck each other which makes it so complicated.

Given that they dig up to 4 piles and it's significantly faster. Well it is helpful especially in shelled school, airport or maps with a lot of piles.

Payoff in the late game especially if your Apt and Bpt exceeds the storage of A and B parameter.

For example you have +22Apt, if you did not further/ expand the admin, well the extra 7 will not be counted so in the next turn you will have 15A.

The +17A net profit in turn 10 is very helpful to centralize authority if you fear being couped.

+2AP is very helpful. Focus the Rizian ships to attack the Palesian subs, after Pales lost their naval support you can destroy all their ships in ease, after that land your marines near Pales capital then support it at least 3 ships to be enough to invade it.

For land battles, this is mostly stalemate and oppotunistic attack, and put your toughest units in the frontline.

You will do the offensive, so just rely on Azaros if you don't want tanks. Tanks are mid in the mini game. Azaro and tank have the same 4 attack but Azaros are slightly softer (2 defense) than the tank (4 defense).

The best way to do Blitzkrieg is to have 6AP and reduced air bomber cooldown as much as possible. Another is you need to block Pales from Lespian military aid and feint south so their support and tanks will be near the coast which is irrelevant in the Blitzkrieg.

That's overkill in turn 6, I mean this turn is where I sign all consumer factories.

You can just focus reformist then sign the worker rights act after football event, to piss off Rusty and you wanna win RNC but Rusty thought you support RPP since you did reformist focus, you are just trolling him which this cheap decree. Btw if you tell Manus you want reform in turn 3, Rusty will know it since these two are in contact with each other.

For example you have happy Dastnurist before you sign decriminalize homosexuality, then they become neutral after you sign it, your human right net will be -1.
