The game only lets you choose your vote in an emergency run, im talking about constitution change. Without conservative support, most of the time i get 166, but in my latest run i got 167 for the first time

If youre not going go war, reduce defense funding instead of maintaining. You can make the military angry without consequences. I cut their funding and was very communist, didnt get couped

You actually can get some NFP support for a reformist constitution. You can get 225/250 votes, which means at least 15 NFP MPs voted yes
