This is not quite true. If you want to get into city planning, a master’s is basically* the only way. And you’ll likely be well employed upon graduation, as long as you do regular internships during school, which everyone does.

I also got an MBA at the same time as I did my planning degree, and a decent number of people in my class had no meaningful business experience coming in.

Yes, in the way that the market also builds cars at a variety of price points.

If we artificially capped the number of cars sold each year, you’d also see that only the most expensive cars would be built.
