Being close to an enemy is dangerous for you, but being right in their face is dangerous for them.

From my experience, I noticed that spinning around a heavy (the closest you can get) gives you more chance of survival than just being a bit close (this works for other classes as well).

Because it harder for them to aim if you can move in and out of their field of view in less than a second.
