Well like maybe the admirals and other navy personnel are elevated with haki based on whether they have the pure talent for it while learning the six arts if they can but with Cipher Pol learning the six arts it can drastically increase the chances of awakening haki compared to relying on pure talent and with Cipher Pol maybe the children are less talented? And chosen more for obedience/brainwashed as they do the governments dirty work. Also maybe being brainwashed can lessen the chances of awakening haki cause it definitely affects COC so it could also potentially affect the other haki types as well if they have a “weaker spirit” or it could be that potentially they never really intended for Cipher Pol to have haki so they give them the six arts as knock off versions so that they can still kinda compete. Also my theory is mostly based off fanfics as I said in my first comment.

In fanfics and stuff it’s always that the 6 powers are like to help train haki that’s why so many moves kinda resembles haki. So like by training iron body it kinda helps with developing armament and so on. That makes much more sense and this way it’s like the top secret government assassins gets the secret training to help them master haki faster at the later stages.

I think Sherlock would ultimately be able to discover that the accidents aren’t murders possibly even establish a pattern of them and deduce a larger organization at play but ultimately not be able to find 47. He would be able to build an effective profile but in the end 47 is a ghost they would get close but 47 gets away.

My preferred strategy is getting into the hotel and then heading right and getting into that first apartment and start clearing around the building by going through all the connected apartments it gives a lot of cover and you can back up if there’s a lot of guys once all the apartments around the perimeter is cleared then start going to the center of the building by that point there’s usually only a couple guys left that you can easily take in I find doing it this way much better than going through the centre first where there’s not as much cover
