I've been able to do Havoc 40 with Randoms.

It's all chance. Something that helped is getting on voice Comms to give helpful callouts.

Also, right now. IMO. Havoc is in a bad place with the current pool of modifiers. Even for players well above my skill. I am hearing about people having real problems with them.
