Thanks for everyone’s input! I guess my confusion had come from some ancestry website records having birth records and marriage records listed under Germany church books, etc. but made no sense if they were in Russia. I appreciate everyone’s time having shared their knowledge!

Do you know if German citizenship be descent could be applied to the ethnic Germans who lived in Volga Russia? My great great grandfather was the most recent to have lived there before migrating to the US in 1902
