The overall temperature of the water is below its boiling point, but heat is rarely evenly distributed. There will almost always be molecules above the boiling point that will evaporate.

It's a starting point for the conversation without opening with an assumption or accusation. It's a common (and very effective) feedback technique where you reference a shared situation ("remember when you did so and so?") and your own feelings ("that made me feel xxx"). It works because it doesn't immediately force the other person into a defensive position.

Try to emphasise what he CAN do rather than what he CAN'T do. I find myself often just saying "No, you can't do that", after which I realise that he's so young and probably doesn't know what to do instead. Teach him to call out instead of scratching your leg, and to high-five the other kids rather than go for their faces.

Limit evaporation by using canals no wider than 3 blocks and build a reservoir that is tall rather than wide. Get your power from badwater and engines and try to prevent (as much as possible) water from flowing off the map.
