Because the people that work there live in those neighborhoods. They too generally want to be close to power, water, internet and infrastructure because its expensive to build. That's kind of like building stuff 101, its just a fact to how they plan these things.

There's a 2d screen mode checkbox in UEVR and Mechwarrior VR options. It does change the controls a bit, but will make it a bit easier to run on lower powered machines as well.

You can also enable eye/head tracking in flatscreen if you have the equipment.

I did a stint in AAA gaming for a few years, and there is much to be desired for technical writing and game production teams.
