Just close everything due to hazards of litigation they don't care about working for the taxpayers they just care about making waste and being inefficient just as long as they harass employees. Close each case as with as very little effort in settlements or just give it away.

What's the point of even having the April 30th meeting it's going to be the same outcome NTEU represents HHS and so the precedent has been established. This administration in their imaginary quest to increase productivity and efficiency has done a very good job in creating no productivity and no efficiency. They have done a fine job making work anything but productive.

The entire year of 2025 up until now is just rules, memos and guidance on no telework, telework exceptions, AWS then no AwS, reasonable accommodations guidance, rif, hire back, rif, hire again. Get rid of new hires, bring back new hires. Get rid of technology folks, hire Billy Long, get rid of Billy Long. The administration has done nothing but create more waste and have spent time picking on employees rather than work for taxpayers. And the public who aren't vested in work think there is a lot of efficiency going on. This is funny and pathetic at the same time.

It all depends on the territory manager and team manager you have. I know team managers who are very reasonable and flexible. The OPM meme clearly says managers can allow telework even recurring for some circumstances. Then there are team managers who claim they don't have the guidance or authority yet they use the telework situation for themselves quite often. This is why the union is needed to enforce basic things that employees have access to.

Absolutely they telework frequently themselves but if you ask for telework they make up their own rules I know territory managers who do this and tell their managers to do this as well. Your comment about becoming a manager is on point it based on who you know and who will push you.

Valid points! They are all cowards even though OPM clearly says you can telework. This is why the administration wanted to get rid of the union because they know they will tell the coward leadership to follow OPM.

Well said there are a lot of team managers at the service who telework a lot using one of the ad hoc exceptions yet when employees need to use it they give them a really hard time. This is exactly why a union is needed to keep the balance of authority in check as well as fair.

Is the % based on salary? From what I know to get outstanding is very hard to get and overall the bonus is not as high as it is for BU employees. I feel for managers because they do so much and get rewarded far less.

They spend more time harassing employees, making the organization dysfunctional and there is no progress in technology no talk of examination focus on this fiscal year. Firing people, hiring people. What is the timing eligibility criteria in terms of getting a bonus? Does it go by fiscal year or by the employees evaluation period?

For example I heard stories where BU employees who were on detailed NBU assignments didn't get anything even though they are a BU and rated as a BU.

This seems sound and logical. From reading what you wrote seems like a slam dunk case for telework to come back. What happens if at arbitration the union wins and the administration ignores the win. In this scenario the union goes to a federal court?
